A chaotic scene unfolded Wednesday, Sep. 10 near the Radio Kingston courtyard on Broadway, as numerous officers riding cars and bikes responded to an incident that led to three arrests. The surrounding area has seen increased police activity and crime in recent weeks.

At approximately 4pm, KPD officers spotted Sylvia Lowers, 43, who had a warrant out for her arrest on a petit larceny charge.

When cops tried to detain Lowers, she fled on foot, but didn’t get far before officers caught her. However, as police tried to make the arrest, they say Christopher Brown, 21, struck and damaged a police vehicle in an attempt to interfere. This allowed Lowers to escape again, this time getting into a vehicle that police say was driven by Sharon Rodriquez, 69.

Dozens of bystanders stood watching the incident unfold. Traffic slowed to a crawl up and down Broadway.

Police then continued their search for the suspects, locating and arresting Rodriquez, as well as finding Lowers near 81 Green St. and taking her in.

Lowers faces charges stemming from her bench warrant, including misdemeanor petit larceny, as well as additional misdemeanor counts of resisting arrest and escape.

Brown has been charged with felony criminal mischief, along with misdemeanor obstruction of governmental administration and a violation for disorderly conduct.

Rodriquez is charged with two misdemeanors: resisting arrest and obstruction of governmental administration.
