RUPCO gets $2.5 million more to convert Kingston’s Quality Inn to affordable housing

Kingston hotel bars locals from staying

RUPCO has secured $2.5 million in state funding to convert the former Quality Inn near Thruway Exit 19 in Kingston into 83 units of permanent affordable and supportive housing. The funding comes from the second round of the Mid-Hudson Momentum Fund, aimed at accelerating housing development in the region. The $41 million project will include a mix of studio to three-bedroom apartments, with 70 units designated for supportive housing, including units for people experiencing chronic homelessness, mental illness, substance use disorders, domestic violence, youth homelessness, and HIV/AIDS. The property will also feature on-site supportive services, a therapeutic pool, a community room, a daycare, and a public commissary kitchen.

The project is backed by an additional $27.6 million in earlier state grants. RUPCO plans to provide transportation links connecting residents to local shopping areas and the Ulster County Area Transit system. Recent infrastructure work at the site included installing over 1,100 feet of new water lines and 3,600 feet of sewer lines, funded by a $2 million American Rescue Plan Act grant administered by Ulster County. State Sen. Michelle Hinchey praised the project as a critical step toward meeting Ulster County’s urgent need for stable, long-term housing with built-in support systems.
