The Saugerties Police Department (SPD) on Tuesday announced warrants in the names of Malden-on-Hudson residents Lacy Maxwell and Ryan Maxwell in connection to the hit-and-run death of Starllie Swonyoung.
An Ulster County Grand Jury returned felony indictments for Lacy Maxwell of leaving the scene of a fatal accident; and both Lacy and Ryan Maxwell with 3rd degree insurance fraud, staging a motor vehicle accident and tampering with physical evidence. The charges stem from the hit-and-run accident on Friday, January 10 which resulted in the death of Swonyoung, who was walking along Route 9W between Malden and Saugerties.
“After an extensive investigation, it was determined that Lacy Maxwell was operating her 2021 Subaru south on ST-9W when she allegedly struck Starllie Swonyoung while she was walking along the shoulder, then fled the scene,” read the SPD press release. “The investigation revealed that the following day, both Maxwells staged an accident with the 2021 Subaru to account for the damage sustained from striking Swonyoung.”
In the press release sent by SPD Chief Robert Nuzzo, the department worked with New York State Police Investigators, Troopers and Collision Reconstruction Unit, the Ulster County District Attorney’s Office, Saugerties and Malden-West Camp Fire Departments, “and the Saugerties community, who provided a tremendous number of leads and video footage from the public that helped assist with this investigation.”
The press release said that the Maxwells were expected to turn themselves in to the Saugerties Police Department and remanded to the Ulster County Jail, with an arraignment before Ulster County Court Judge Bryan Rounds expected in the morning on Wednesday, March 6.
