City of Kingston partners with RUPCO for Landlord Assistance ProgramĀ

Ulster renters, landlords continue to disagree amidst housing crisis

Mayor Steven T. Noble has announced that the City of Kingston has partnered with RUPCO, with grant funding from Enterprise Community Partners, to administer the NYS Landlord Assistance Program (NYSLAP). The program provides direct financial assistance to landlords with eligible rental units in the City of Kingston.

The City of Kingston re-allocated $350,000 in funding from its Anti-Displacement Learning Network (ADLN) grant to RUPCO for specific use of the Landlord Assistance Program in the City of Kingston. RUPCO has secured $1,500,000 in additional funding from Enterprise that will be distributed across Ulster, Sullivan, Orange and Greene Counties. RUPCO will handle the application process and funding distribution.

With the NYSLAP program, landlords can receive up to $15,000 per unit to assist with qualifying repairs, fiscal distress such as landlord back mortgage/taxes, and back rental assistance. All units must be rented to tenants at or below 80% Area Median Income (AMI) adjusted to family size with affordable rents set (see chart below).

ā€œWe are excited to partner with RUPCO to get these funds out into the community,ā€ said Mayor Noble. ā€œThis program will allow landlords to renovate and improve existing apartments, but most pressing and most important, this program will assist in keeping Kingston residents in their homes, and preventing displacement.ā€

ā€œPeople often forget that landlords are our local small business owners, and they have struggled just like their tenants. I am so proud that the NYS Landlord Assistance Program will provide an opportunity to assist our community through our landlords and be able to guarantee affordable rents,ā€ said Faith Moore, Assistant Vice President of Operations.

More information about eligibility requirements and applications can be found at www.rupco.org/nyslap. All applications must be summited by April 1, 2022.
