Highland youth facility employee charged with rape

Vice crackdown in Saugerties and Port Ewen

State Police at Highland arrested Nicole Potts-Miller, 36, of Middletown, yesterday and charged her with third-degree rape (felony) and second-degree sexual abuse (misdemeanor).

The arrest was the result of an investigation into allegation of her engaging in sexual conduct with two residents of the Highland Residential Center on Chodikee Lake Rd Highland. Potts-Miller was employed at the facility as a teacher’s assistant at the time of the alleged incidents.

Potts-Miller was arraigned before Town of Esopus Town Justice Elizabeth Shanley-Manicone and remanded to the Ulster County Jail in lieu of $25,000 cash bail or $50,000 bond.

Highland Residential Center is located in the Hudson Valley region of New York State, approximately nine miles from Poughkeepsie on the west side of the Hudson River. Youth are in five residential buildings. There are four educational buildings on the Highland campus.

The youth served at Highland are male, adjudicated juvenile delinquents, generally between the ages of 12 and 18, placed with Office of Children and Family Services by the Family Court.
